The 74HC169 is a 4-bit synchronous up/down binary counter IC from the 74HC high-speed CMOS logic family.
It can count both upwards and downwards depending on the logic level applied to the UP/DOWN control input.
All flip-flops are clocked simultaneously (synchronously), ensuring that all bits change state at the same clock edge — making it faster and more reliable than asynchronous (ripple) counters.
The IC also includes parallel load inputs, allowing a preset binary value to be loaded directly into the counter, and asynchronous clear (reset) to set all outputs LOW.

Functional Description
The 74HC169 operates as follows:
- Counting Operation:
- When both CEP and CET are HIGH, and PE\ is HIGH, the counter will count on each rising clock edge.
- The direction of counting is controlled by U/D\ input:
- HIGH ? Count up
- LOW ? Count down
- Parallel Load (Preset):
- When PE\ (active LOW) = LOW, data from inputs P0–P3 are loaded into the counter outputs Q0–Q3 on the next clock edge.
- Clear (Reset):
- When MR (Master Reset) (if present on variant) = LOW, all outputs reset to 0000 immediately (asynchronous).
- Carry/Borrow Output (TC):
- Provides a signal that indicates the counter has reached its maximum or minimum value.
- Useful for cascading multiple 74HC169 counters to form higher-bit counters.
